The group to defend human rights has blamed regional communities for failing to take sufficient measures to protect citizens. Governments in the Horn of Africa have faced major humanitarian crises in 2023. And failing to control the ongoing violence in Sudan and Ethiopia, civilians endured terrible atrocities committed in the name of war, a report by Human Right Watch has said.

“We have seen a clear violation of basic war rights, human rights committed by the government,” said Laetitia Bader, deputy director of the African division of the group that defends human rights.

In Sudan, war broke out in April last year, between the Sudanese army and the Emergency Force, RSF, causing the deaths of thousands and thousands of civilians as well as causing millions of people to lose their homes, and creating a humanitarian crisis.

The report said that the conflicting parties have frequently used heavy weapons in populated areas, instead of treating this crisis as a priority, influential governments and regional organizations have been able to bring short-term success by using solutions that sacrifice human rights.
